New Changes to the Naturalization Civics Test: What Immigration Attorneys and Applicants Should Know

A More Rigorous Civics Test Takes Effect

Beginning October 20, 2025, the U.S. Citizenship and Immigration Services (USCIS) will administer an updated civics portion of the naturalization interview for applicants who file Form N-400 on or after that date. The revised naturalization civics test features a larger question bank and higher passing score. For attorneys and their clients planning for citizenship, this change means updating preparation strategies immediately and considering filing timing if possible.

How the Naturalization Civics Test Worked and What’s Changing

Under the previous version (often referred to as the “2008 Civics Test”), applicants were asked up to 10 questions drawn from a pool of 100 questions and needed to answer 6 correctly to pass. The new 2025 version increases the question pool to 128 questions, allows up to 20 questions in the oral test, and requires at least 12 correct answers to pass. Additionally, applicants 65 or older who have been lawful permanent residents for 20 + years will still take a simplified version of the test (10-question version) with a lower threshold. USCIS stated the update is part of an ongoing effort to “bolster American citizenship standards” and “restore integrity to the naturalization process.”

What the Rule Means in Practice for Applicants

  • Who is affected: Applicants filing Form N-400 on or after October 20, 2025, must take the new 2025 naturalization civics test. Those who filed earlier will continue with the prior version
  • Test format changes: Up to 20 oral questions will be asked. The interviewing officer may stop the test early once the applicant has either achieved 12 correct answers or 9 incorrect answers (whichever comes first)
  • Study material implications: Study guides and materials are updated to reflect the 128-question pool. Attorneys should confirm clients review the correct version of test questions
  • English and interview requirements: The English reading, writing, and speaking portions remain unchanged, the primary change is the civics portion
