Photo Compliance Becomes a Key Cause of Application Rejections 

The U.S. Department of State has increased enforcement of passport and visa photo standards, leading to a significant rise in rejections. According to the Department’s own data, more than 300,000 passport applications were rejected in 2024 due to noncompliant photos. This surge in denials highlights stricter passport photo enforcement where seemingly minor mistakes, such as lighting issues, glasses glare, or improper backgrounds, are now resulting in delayed processing or outright rejection. Why Photo Compliance Now Matters More 

Passport and visa photos are central to identity verification and fraud prevention. As biometric technology and facial recognition systems become standard across immigration and border control operations, government agencies are applying photo standards with greater precision. 

The Department of State’s official photo guidelines specify that photos must be: 

  • Taken in color against a plain white or off-white background 
  • Sized at 2×2 inches with a full-face view and neutral expression 
  • Taken within the past six months 
  • Free of shadows, filters, and digital editing 
  • Submitted without glasses, unless a medical exemption applies 

Any deviation from these standards can lead to a rejection. 

Recent Trends in Photo Rejections 

The sharp increase in rejections throughout 2024 and early 2025 stems largely from inconsistencies in how applicants interpret the requirements. Common problems include: 

  • Glasses: Even clear lenses can cause glare, and non-medical use is prohibited 
  • Head Coverings: Religious attire is still permitted, but the entire face, including the hairline, must remain visible 
  • Lighting Issues: Uneven lighting or visible shadows behind the applicant can cause facial recognition mismatches 
  • Digital Alterations: Many photos are being flagged for filters or smartphone enhancements that change facial tone or texture 
  • Outdated Photos: Photos taken more than six months prior are increasingly being rejected for not reflecting the applicant’s current appearance 

These rejections often result in multi-week processing delays and, in some cases, full application denials. 

Practical Tips to Avoid Rejection 

  • Use a professional photo provider that specializes in U.S. passport and visa photos 
  • Avoid selfies and home lighting setups, as uneven brightness often causes automatic rejections 
  • Do not digitally enhance or retouch photos, including removing blemishes or changing background tones 
  • Ensure resolution and size compliance for both printed and digital submissions 
  • Confirm submission quality early using the Department of State’s online photo tool before filing
